The esteemed guests convened in the 17th Shahrivar Hall of the university, creating a warm and inviting atmosphere. The event commenced with speeches from officials and insightful presentations by esteemed ministers and university representatives. The atmosphere fostered a sense of camaraderie and encouraged open dialogue among the attendees. Dr. Hassan Beigi, the President of Kharazmi University, inaugurated the ceremony by extending his congratulations on Government Week and Employee Appreciation Day. He also paid tribute to the courageous martyrs Rajaee and Bahoner, who made the ultimate sacrifice for Islam, as well as the martyrs of Harim and Haram. Notably, he acknowledged the unwavering dedication of the defenders of health and security.

Dr. Hassan Beigi highlighted that Kharazmi University, established in 1297, holds the distinction of being the first institution of higher education and research in the country. He emphasized that the university's success is evident through its 15 faculties, 2 research institutes, and its ability to serve a diverse community of 12,000 students and employ 507 esteemed faculty members across two campuses in Tehran and Karaj.
The university president stated: "In the international section, approximately 600 students are studying at Kharazmi University. While there may be instances of unhealthy competition in the international student recruitment section, such practices have been eradicated through the astuteness of the Student Affairs Organization and the implementation of specific regulations."

The university president reiterated the importance placed on attracting outstanding international students to Kharazmi University. He emphasized the existence of a dedicated program designed to achieve this objective and expressed optimism in the collaboration between the Student Affairs Organization and the university in successfully attracting exceptional individuals from diverse countries. He expressed confidence that the conference will serve as a catalyst for positive outcomes and contribute to the advancement of both the university and our country. He also emphasized the significance of continued effective efforts in achieving these goals. Following the insightful speech by the esteemed president of Kharazmi University, Dr. Dadashpour, the Deputy Minister of Science and Head of the Student Affairs Organization, extended his congratulations for Government Week and Employee Appreciation Day and expressed his gratitude for everyone present at the event, and underscored the significance of showcasing the allure of studying in Iran's prestigious universities. The ultimate objective is to position Iran as a renowned and reputable destination for international students worldwide.
Considering the importance of increasing the attraction of studying in Iran, he mentioned: "If we achieve this enhancement, we will be able to successfully attract a substantial number of international students to our country's universities and attain highly favorable outcomes." According to the head of the Student Affairs Organization, there is significant global mobility among the student population, and these shifts in the scientific landscape have brought about numerous changes in the global distribution of students pursuing their studies.

The Deputy Minister of Science emphasized, "Upon analyzing the advancements in the third millennium, it becomes evident that the leading countries excelling in terms of student mobility and scientific advancements are primarily located in the Americas, followed by select European nations and Australia. However, the landscape has now undergone a significant shift, with countries such as China, Russia, and Turkey from the Asian continent also actively participating in this cycle. As a result, those of us who previously considered obtaining a place for international students as a daunting task a decade ago, now find ourselves filled with hope as we endeavor to attract an even larger number of students from around the world."

According to Dr. Dadashpour, projections indicate that over the next eight years, there will be a migration of more than 10 million students. Therefore, we must undertake the necessary preparations in this area. With this goal in mind, there has been a shift in the attitudes within the Student Affairs Organization. Through our investigations in this sector, we have determined that there are essential capabilities available in Iran. However, we also identified obstacles that are impeding our progress in achieving this objective.
He further emphasized that upon examining other nations, we have come to the realization that these countries have adopted a global approach to attracting international students and diversifying their appeal, and they have successfully, benefited from a total of 181 countries in this regard. However, Iran's contribution to this type of diversity in attracting international students remains relatively low, as we have only managed to attract students from a limited number of countries.
The Head of the Student Affairs Organization stated that attracting international students is one of the important issues in the scientific diplomacy of the country. He explicitly mentioned: "The best channel and communication method for understanding and familiarizing oneself with a country's market is through international students. If your goal is to also achieve scientific diplomacy, you must consider delving into this field. Because generally, researchers and scholars who graduate from a country have a greater interest in that country."

Dr. Dadashpour highlighted the strategic utilization of international students to advance scientific, economic, cultural, social, and political diplomacy by all developed nations, and asserted that undoubtedly, future international relations between countries will rely heavily on the presence of international students. This is because when these students enter the field of economics after graduation, they have the potential to reinforce their home country's market connections with the country where they studied. Moreover, if these students are integrated into the administrative and political systems, they can actively contribute to nurturing and maintaining these relationships in those areas.

The Deputy Minister of Science, Research, and Technology expressed that during our time serving in the Student Affairs Organization, we successfully formulated a program known as "Student Diplomacy". The primary objective of this program was to address challenges, eliminate barriers, and foster the interest of international students in studying in our country. Moreover, we aimed to inspire universities to actively embrace and pursue endeavors in this direction. Naturally, the task of eliminating such barriers is not an easy one, given the complexity and multitude of factors at play in this field. This challenge is further compounded by the various devices and systems that are involved in the process. However, if all institutions adopt a new perspective, they can create an atmosphere that maximally attracts international students to the country, consequently boosting the country's standing in international forums.

In conclusion, he announced that the upcoming second exhibition promoting the attractions of studying in Iran is scheduled to take place from 23rd to 27th Aban 1402, between 10:00 AM and 8:00 PM at Tehran's Great Mosalla. All key figures involved in international student recruitment efforts in the country will be participating in the event. Alongside the exhibition, two festivals, namely "Culture of Nations" and "Festival of Arts" are also planned to enhance understanding and appreciation of different cultures and ethnicities, as well as showcase and celebrate the rich cultural diversity.

Following Dr. Dadashpour's introduction, Dr. Mohammadi Saani, the Executive Secretary of the exhibition, provided detailed explanations of various aspects of the exhibition. These explanations included insights on the registration process on the exhibition's website, arrangements and numbers of booths, the involvement of domestic media, the designated meeting place for ambassadors, foreign liaisons, and Iranian presidents, and the production of captivating films and clips to introduce the attractions of the country's universities to foreign participants attending the exhibition.

The question and answer session began with the presence of Dr. Salmanpour, Dr. Mohammadi Saani, Dr. Razeghi, and Dr. Mansouri and continued until prayer time and the lunch break. Between 1:30 PM and 3:30 PM, the panel members attentively addressed concerns raised by managers and vice-chancellors from various universities in the country regarding exhibition setup and related matters.

The next session of this series of conferences will be held soon, once again hosted by Kharazmi University, with the participation of representatives from top universities in the country.
